The forum \u2013 called Moving America Forward \u2013 was moderated by <em>The Wall Street Journal\u2019s<\/em> Washington Executive Editor Jerry Seib and Deputy Washington Bureau Chief Jeanne Cummings. Attendees included former Vice President Joe Biden, Sen. Amy Klobuchar (D-MN), former South Bend Mayor Pete Buttigieg, and Tom Steyer.<\/p>\n<p>Notably, both Biden and Klobuchar expressed support for legislation that would increase the federal limit on airports\u2019 Passenger Facility Charge (PFC). The PFC is a local user fee that airports rely on to repair facilities, improve the passenger experience, and increase airline competition that results in lower ticket prices. Unfortunately, the PFC has remained capped at $4.50 for the last 20 years and is simply insufficient to fund necessary infrastructure improvements by airports across the country.<\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_11848\" aria-describedby=\"caption-attachment-11848\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-11848\" src=\"https:\/\/i0.wp.com\/airportscouncil.org\/wp-content\/uploads\/2020\/02\/021620forum-biden.png?resize=600%2C358&#038;ssl=1\" alt=\"\" width=\"600\" height=\"358\" srcset=\"https:\/\/i0.wp.com\/airportscouncil.org\/wp-content\/uploads\/2020\/02\/021620forum-biden.png?w=604&amp;ssl=1 604w, https:\/\/i0.wp.com\/airportscouncil.org\/wp-content\/uploads\/2020\/02\/021620forum-biden.png?resize=300%2C179&amp;ssl=1 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><figcaption id=\"caption-attachment-11848\" class=\"wp-caption-text\">Former Vice President Joe Biden says that, if elected president, he would sign legislation that would increase the PFC.<\/figcaption><\/figure>\n<p>U.S. airports face more than <a href=\"https:\/\/airportscouncil.org\/wp-content\/uploads\/2019\/02\/2019TerminallyChallenged-Web-Final.pdf\">$128 billion<\/a> in infrastructure needs by 2023. Modernizing the outdated PFC cap would allow our airports to fund critical projects, directly benefiting the experience of millions of travelers.<\/p>\n<p>\u201cThere is clear, mounting evidence that the [funding] deficit is only getting worse, that there are growing infrastructure needs for airports, and we don\u2019t have money to address them,\u201d said ACI-NA Senior Vice President of Government and Political Affairs, Annie Russo, in a United for Infrastructure <a href=\"https:\/\/infrastructureforum.org\/building-a-flightpath-to-american-success-with-aci-na\/\">podcast<\/a> ahead of the forum. \u201cAbsolutely, hands down, the way to solve the airport infrastructure funding gap is through the Passenger Facility Charge.\u201d<\/p>\n<p>\u201cI hate the thought that our airports are lagging behind,\u201d Klobuchar said at the forum. \u201cI do think that we need to continue to upgrade our airports if we\u2019re going to be able to compete.\u201d<\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_11847\" aria-describedby=\"caption-attachment-11847\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-11847\" src=\"https:\/\/i0.wp.com\/airportscouncil.org\/wp-content\/uploads\/2020\/02\/021620forum-klobuchar.jpg?resize=600%2C451&#038;ssl=1\" alt=\"\" width=\"600\" height=\"451\" srcset=\"https:\/\/i0.wp.com\/airportscouncil.org\/wp-content\/uploads\/2020\/02\/021620forum-klobuchar.jpg?w=735&amp;ssl=1 735w, https:\/\/i0.wp.com\/airportscouncil.org\/wp-content\/uploads\/2020\/02\/021620forum-klobuchar.jpg?resize=300%2C225&amp;ssl=1 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><figcaption id=\"caption-attachment-11847\" class=\"wp-caption-text\">ACI-NA Senior Vice President of Government and Political Affairs Annie Russo and Cincinnati\/Northern Kentucky International Airport CEO Candance McGraw discuss the need for a modernized PFC with Sen. Amy Klobuchar at Moving America Forward.<\/figcaption><\/figure>\n<p>Increasing the PFC is an idea that\u2019s gaining traction in Congress. Recently, a group of Representatives, led by House Transportation and Infrastructure Chairman Peter DeFazio (D-OR), <a href=\"https:\/\/airportscouncil.org\/2020\/02\/03\/members-of-congress-announce-framework-for-infrastructure-bill-that-includes-a-pfc-increase\/\">proposed<\/a> an infrastructure framework that includes language on lifting the PFC and indexing it for inflation.<\/p>\n<p>More than 90 percent of swing state voters believe that the next President of the United States should prioritize a strong infrastructure system that bolsters the economy, creates jobs, protects consumer safety, and supports our security.
